Both B and C is grammetically correct. But it has to do with meaning clarity. Choice C changes the meaning of the sentence. In choice C, 'that' refers to method, which is problematic. According to C, which says method used in 1880's saved the citrus industry. But we really don't know if citrus industry saved in 1880 or later.

But, choice B maintain intended original meaning. Hence QA B
