The sentence is checking subjunctive .

In this case its "mandating" + THAT (Subject) + bare form of verb BE .

Only 2 option satisfy this A and D rest can be eliminated .

Comparing A and D . D changes the meaning where as option A clearly states only children with reading problem are also given aid .

Correct idiom is "assured X of Y".... may be .. i have no idea...

D is OA.. fine..

but don't know why the wording like children with reading problems is not looking easy to digest...

It is somewhat opposite to word ENDOWED that means special talent which come naturally with birth...

like.. He is endowed with lion's heart. Does somebody knows any word whose meaning would be

lacking of a normal attribute since birth... i.e. opposite of endowed. i think that word will make a good sense here..
