When I read above sentence, it signaled me to use that

(A) that United States citizens engage in espionage, as it was -> Correct
(B) for United States citizens engaging in espionage, as

preposition + Noun + Ving -> incorrect usage

(D) of United States citizens who engage in espionage, as it was

Why need to introduce "who"?

I think forum should encourage users to underline the part of the sentence(It is how the sentence is given in real test).It adds upto time guessing which actually is the underlined part.

Any way i got it wrong as i thought the correct form was
reason for ......(them to do that was....)
