It should be E...here is my justification.
As we know the best way to solve lengthy SC question is look for one mistake and compare in rest of the options.

To me in ".........because it awards only one-quarter of a semester's tuition per student......." , the underlined portion is wronly used. Here the "it" refers to the "scholarship program" . But if we look at the sentence structure ,
"Representatives of the state university system believe that the newly funded scholarship program will be used ......." , the underlined portion indicates that " the newly funded scholarship program " can't be the subject.
The scholarship program can't award...

The subject is the "representatives".

I'm between B and D but would go with B because of the "its" in D. Also, B somewhat mimics the original sentence more than D does.
