I have 1000 SC doc, and the same question with OA-A is given. However, while browsing, I came up with this question with the correct answer changed.
Here, Stuart says where is used to refer to place.

Agree with the above post.

'Where' should refer only to places.

Secondly, when we are using after/before we clearly indicate the time sequence, hence (D) would have been the choice had it not messed up with "English-speaking members’ prejudice". Hence (C) is the answer.
