OA is E. I feel the pronoun "they" can refer to either travelers or charter vacations & so is ambiguous. Can someone clear the clouds please.

Is the OA really E ????? wow, i actually eliminated E because of its awkward construction, involving both "it" and "They". How can they both refer to the same thing???? Whats the source of this question?

My ideal ans would have been "they originally seemed to"

Cant see how the OA can be E.

it seems to be referring to cost. 'cost' in this sentence is a verb.

B looks the best.
