The specifically part dives deep on what the concern must be which is best presented by a comma followed by specifically

If we put an "and" its like saying they should be
1) concerned
2) and specifically

which will make no logical sense

IMO specifically is part of the same predicate after concerned and its not a seperate predicate(since its not describing something new about the subject or identifying some new action) so we dont need an AND
