'these companies' in C removes ambiguity introduced by 'them' in A

Doubt on Pronoun reference

Isn't it the pronoun should be referring to the closest noun? And in such case them will be referring to "phone companies" . And in that option"A" should be the right choice? please someone clear me on this.Thanks
