should be, gets A,B,E out!
D, "struck every nine years"(number) matches parallel with "while each year sixteen"(number) in the sentence.
nine years || sixteen buildings

Please correct me if am wrong!

Your analysis is correct. This is the way this question should be attempted. From the meaning aspect it is clear that choices that contain "should" convey illogical meaning. The sentence presents a probability. So use of "should" is incorrect.

Between choices C and D, choice D sets the contrast/comparison correctly.

Can someone please explain why should is inappropriate here ? I narrowed down to D & E on the bases of paralellsim and ended up choosing D because of can in the not underlined portion.

Thank you

D: Every nine years a human being SHOULD be struck by a meteorite.
Here, should implies a RECOMMENDATION.
According to scientists, what SHOULD happen every nine years?
In other words, what do the scientists RECOMMEND?
They recommend the following:
A human being SHOULD be struck by a meteorite.
Not the intended meaning.

The goal of the scientists is NOT to make a recommendation (telling us what SHOULD happen) but to make a PREDICTION (telling us what WILL happen).
According to scientists, what WILL happen every nine years?
E: A human being WILL be struck by a meteorite.
