In one of the resources I was reading, I came across two rules.

It is impossible to use an infinitive after a preposition.
If we want to use a verb after a preposition, it must be a gerund.

as per these rules is the following sentence correct? What is the flaw in it? what rule actually govern it?
I am looking forward to meeting you.

The verb in your example is actually "to look forward to" followed by a gerund, so yes, it's correct ("to look forward" without the extra "to" means something different). You would not use an infinitive in place of the gerund.

Can you give examples:
Please have a drink before leaving.
I will call you after arriving at the office.

before leaving (before is preposition and leaving is a gerund)
after arriving (after is preposition and arriving is a gerund)
