The main verb of this sentence is "has/have developed," so we need to ask ourselves WHAT has developed? A committee. This is in instance of the subject coming after the verb. Because "a committee" is singular, we need a singular verb to agree with it. So "has developed" is correct. This leaves us with B and C.

Answer choice C contains the phrase Detroit's landmarks and artifacts that are creating monuments and museums across the city. The landmarks and artifacts aren't creating monuments. The committee is. Eliminate C.

That leaves us with B

Getting this one right takes figuring out what the subject is and what verbs are related to that subject and making the subject and verbs match.

(A) have developed a committee for the preservation of Detroit's
landmarks and artifacts that are creating

committee is the subject, and committee is singular. have is plural. So have does not work with committee.

Further one has to decide what the modifier, that are creating ..., is modifying. While that is next to artifacts, meaning indicates that the modifier is modifying committee for the ... Once again committee is singular. So the plural form, are, in the modifier does not work.

(B) has developed a committee for the preservation of Detroit's landmarks
and artifacts that is creating

has and is creating both work with committee.

(C) has developed a committee for the preservation of Detroit's landmarks
and artifacts that create

create is a plural form, and so it does not work with committee.

(D) have developed a committee for the preservation of Detroit's
landmarks and artifacts that are creating

have and are do not work with committee.

(E) have developed a committee for the preservation of Detroit's
landmarks and artifacts that create

have and create do not work with committee.

The modifier, that is creating ..., is a little far from what it modifies, committee. Still, given that landmarks and artifacts to not create monuments and museums, meaning indicates that the modifier modifies the following entire thing, a committee for the preservation of Detroit's landmarks and artifacts, and so answer choice B works.

It's often the case that relative pronouns will touch what they modify, but they don't have to. Relative pronouns should modify the closest preceding eligible noun. The relative clause begins with that IS creating . Because the verb here is the singular "is," we can determine that "that" is referring to a singular antecedent, or "committee."

(Of course, you may have noticed that "the preservation" is also a singular noun. We could rationalize and posit that the antecedent of the relative pronoun is the full noun phrase "committee for the preservation." But even if we concede that this OA isn't perfect, B is still superior to C as the relative clause in C begins with "that create." Because "create" is a plural verb, "that" must refer to a plural antecedent, and there simply isn't any logical plural antecedent here.)
