I was stuck between A and D. Now I know why A is not right now, but I still think that 'had not previously been' in D is redundant. Doesn't past perfect tense already have the meaning 'prior to a certain event'? Please correct me if I'm wrong.

A is not correct because use of sufficient and enough simultaneously makes the answer redundant.

'Had been' has been used as a passive voice just as 'To be' and I think there are no strings of events which is required to use the Past perfect and simple past (I guess this is what made you think it is redundant). Hence, use of 'previously' and 'Had been' does not make the sentence redundant.
Rather previously rightly points out the previous lack of sense of prestige among whosoever.

But if another answer choice were:
Segovia led the twentieth-century revival of the classical guitar, which WAS not previously considered prestigious enough to be

what would be the appropriate choice?

I thought the use of the past perfect tense was right since the perception of the guitar lasted up until the Adres's leading the revival, which was presented in past tense. And I thought the use of 'previously' was redundant because'had been considered' already has the meaning of this event taking place before Andres.

Concerning your question, I think that'll be a right choice as well.
