What rules apply to this question?

One of Ronald Reagan's first acts as President was to rescind President Carter's directive that any chemical banned on medical grounds in the United States be prohibited from sale to other countries.

A. that any chemical banned on medical grounds in the United States be prohibited from sale to other countries.
B. that any chemical be prohibited from sale to other countries that was banned on medical grounds in the United States.
C. prohibiting the sale to other countries of any chemical banned on medical grounds in the United States.
D. prohibiting that any chemical banned on medical grounds in the United States is sold to other countries.
E. that any chemical banned in the Uniited States on medical grounds is prohibited from being sold to other countries.

A,B,E are out 'that' cannot be clause connector, because we need to modify ONLY directive. Thus we use adjective in the form of participial I - 'prohibiting'

C and D are contenders. D is out "prohibiting that any chemical banned on medical grounds in the United States is (suggest 'be') sold to other countries."

Choice C is correct. Choice is sort of idiomatic expression "the sale to someone of something" compare with more familiar --> 'the interview to press about accident'

First, When we look in to this we can see the president carter directive means : the directive is acting as BOSSY verb here....So this should be followed by THAT...So eliminate C and D ...Now we have A , B and E

B , E are wrong because Subjunctive mood should be represented with out to be words.....So A is the BEST option and is the Correct one.....

Answer C

Why can "that" not be used as a clause connector?

I eliminated A,B,E because Ronald Regan is dong the acts and "be prohibited" and "is prohibited" reference a passive voice whereas Ronald Regan should be performing the action as the doer - ie active voice. Therefore, C,D are better options of this 2/3 split because the use of "prohibiting" is referencing what Ronald Regan did or acted on.

Is this the true 2/3 split or does "that" in option choice A,B,E reference a grammer rule?

What's the source??

I would go with A...

C. prohibiting the sale to other countries of any chemical banned on medical grounds in the United States. - of any chemical should be placed beside "sale"
D. prohibiting that any chemical banned on medical grounds in the United States is sold to other countries. - awkward usage

C,D are out!

Two reasons to axe E

1.Placement of medical grounds
2. "Being" not necessary

E. that any chemical banned in the United States on medical grounds is prohibited from being sold to other countries.

Between A and B

A. that any chemical banned on medical grounds in the United States be prohibited from sale to other countries.
B. that any chemical be prohibited from sale to other countries that was banned on medical grounds in the United States.

B seems to have passive voice usage. Moreover, "that" wrongly modifies "countries"

A is the best fit of all.

Directive seems to be subjunctive verb, then shouldn't the correct choice be "A". Looking for some explaination.

A seems to be best among all. I would have chosed C, if it was constructed something like this,

prohibiting the sale of any chemical banned on medical grounds in the United States to other countries.

Answer C
I believe that this question is from GMATPrep.

In A and B, prohibited from sale (prohibit + from + noun) is not idiomatic. The correct idiom for prohibit + from is prohibit X from VERBing: prohibited companies from selling. Eliminate A and B.

In D and E, is sold and is prohibited should not be in the present tense, given that the sales are no longer being prohibited. Eliminate D and E.

The correct answer is C.
