E is wrong simply because subject-verb agreement error...
Instead of 'prohibit' it should use 'prohibits' Since subject is "The University Science library"..
I hope its clear...

Typically, the GMAT will use a semi-colon to separate two independent clauses. (There are exceptions to this, such as when semi-colons are used to separate elements of a list in which each element contains a comma. For example, "on my road trip, I visited Philadelphia, Pennsylvania; New York, New York; and Boston, Massachusetts. Therefore, there is no independent clause, so E incorrectly uses a semi-colon.

Now we get our subject, "the university science library, followed by a short modifier," "like most libraries," and then we get the main verb, "prohibits."
Most importantly, in B, we have independent clauses on either side of the semi-colon.
