the rate is not "fast"
for ex:
plane is twice as fast as bullet train
NOT that "speed of plane is twice is fast as speed of bullet train"

if the rate is twice , it is obviously fast. Fast adds redundancy.

The OE says both are grammatically correct, so reject B for wordiness.
However, as pointed above
think "what it was in" sounds awkward.
