Whats the difference between the 2 answers ?

In option B (i.e. the one which is marked) we get an impression that the it is the passage that the bank's loan will help(i.e. the phrase after "that" modifies passage !) , however the intended meaning here is : the fact that the bank's loan will help foriegn producers compete with ameican business is a matter of concern. This concern has been cited as an obstacle to congressional passage. The part of sentence after "that" should help us solve this problem. IMO the right approach to solve this problem should be:

a) being : wrong
b) pasage that the bank's loan ... : wrong
c) Correct
d) Same as b
e) "it"- referring to ? Wrong

The intended meaning is that the bank's loans will help FOREIGN PRODUCERS.
Eliminate A.

B and D: congressional passage that the bank's loans will help
Here, the conveyed meaning is that the bank's loans will help CONGRESSIONAL PASSAGE.
Not the intended meaning.
The intended meaning is that the bank's loans will help FOREIGN PRODUCERS.
Eliminate B and D.

E: an obstacle for Congress to pass it
Here, it lacks a clear referent.
Eliminate E.

The correct answer is C.
