can you help correct above example? can we apply above rule that just because project was successful in past and so it has to be in future as well...

nope this is not the assumption we are making. no where do i say that what works in the past works in the future too. This would infact be a classic flaw.
we are not talking if the methods are effective in the future. but we know that the method evolved in specific to solve the problem of pests destroying.
draw a timeline. have just 2 events. 1)problem 2) method to counteract that specific problem.

what cames first and what comes later? the first event takes the past perfect and the second event takes past tense.
