Quickest approach:

In A, B, C and D, it is unclear whether enabled and enabling refer to a corporation or to the Supreme Court. Regardless, to say that the Court decided X and enabled Y or that it decided X and enabling Y is incorrect. The Court did not perform two separate actions; it performed one action (decided), which resulted in the other action (the enabling). The structure would need to be:

The Court decided X, enabling Y.

Eliminate A, B, C and D. The correct answer is E.
