IMO, the answer should be C: [spoiler]we can use the contrapositive here.
Drastic climate changes -> Migrations
is equivalent to stating that
No migrations (settling) -> No drastic climate changes (fairly stable climate)[/spoiler]

Iam confused between C & E as E is talking about advancement of civilization as a result of migration
but since it talks primary about climate change and its after effects C is a better candidate . Whats the OA?
