I am not an expert though here is my take.

the two activity EE, who dwelt .... , and who had is perfect, each expressed in simple past as situation demands.

Problem with other options:

B, E: Having the power doesn't express the ideas in parallel
C: Who has the power is not in parallel with who dwelt
D: with the power of... not idiomatic
Charged up again to beat the beast :)

A.in which the sky was the floor, and who had the power to give and to take
Correct.
Parallelism is maintained.
had the power ---- dwelt...proper usage of tense
who had the power correctly refers to Esaugetu Emissee (Master of Breath)

B.where the sky was the floor, having the power to give and to take
"having the power to give and to take" incorrectly modifies the floor or the phrase preceding it.

C.whose floor was the sky, and who has the power of giving and of taking
dwelt....who has......improper usage of tense

D.in which the sky was the floor, with the power of giving and taking
it doesn't convey the meaning clearly

E.whose floor was the sky, having the power to give and take
"having the power to give and take" incorrectly modifies sky or the phrase preceding it.

I was worried that this post was going to be spam, or somebody asking for an expert in Greek theology. Anyway, parallelism alone gets directly to the right answer with no split.
