i think in GMATworld infinitive form has more weightage

This is one where the phrasing must match in tense with the verb 'used' in the first part of the sentence. Therefore the infinitive form 'to learn' is definitely correct on this one, because it's the past perfect of learn and matches the tense of 'used', also in past tense. 'For learning' is a rather awkward imperfect tense, and would not be used.
