Recent findings lend strong support to the theory that a black hole lies at the center of the Milky
Way and of many of the 100 billion other galaxies estimated to exist in the universe.

My pick is A; in every other option their is an error of parallelism.

Now, to answer your question, there is no issue in "and + of".

in correction option the parallelism is in between "of Milky way" and "of many of the 100 billion other galaxies".

What is OA?

Between Milky Way's centre and centre of milky way, i would prefer the latter. that elimiates B, C and D for me

The correct idiom is a theory THAT <<<something>>>
AN alternate use is a THEORY of <<THEORY NAME>> like theory of RELATIVITY or theory of GRAVITY. It should not be a theory of + <<theory description>>. in those instances, we should prefer THEORY that .... <<theory description>>

B is wrong because both sides of the AND need to be structurally paralle.
The theory says "that a black hole lies at the center :
1. OF the milky way (prep phrase)
And
2. Of many of the.... (Prep phrase)
So this is parallel and CENTER is a common.element being modified by both prep phrases
B wouldtry to make NOUN phrase paralel to prep phrase.. also in this case the OF in 'of many of the...' Cannot modify "centre" so OF makes no sense

E is wromg because it changes the meaning although gramatically correct
Tje original theory is "that a black hole lies at the centre..." The theory is about black holes lying somewhere
E makes the theory into "a theory about a black whole".. just about a black hole that lies somewhere.. where it lies is not included as part of the theory!
Hope it makes sense :d
