powers enabling it to withhold from the public the identities of its sources of intelligence information.

(A) enabling it to withhold from the public
(B) for it to withhold from the public
(C) for withholding disclosure to the public of
(D) that enable them to withhold from public disclosure
(E) that they can withhold public disclosure of

My specific doubt is on 'it' in A. Does it refer to Supreme Court or CIA....how to decide!![/spoiler][/spoiler][/spoiler]

I have the same doubt but still I could choose the right answer. Because the idiom being tested here is "withhold from X Y", where X is the entity we are withholding from and Y is the thing we are withholding.

Only two options A and B are using the idiom correctly. B is wordy and awkward so the answer is A.

IT here is referring to CIA . IT here can not refer to Supreme Court as Supreme Court is awarding the powers to CIA and this power enables CIA to withhold ..............

Replacing IT with Supreme Court dose not makes sense .

The only answer is A
We do not have to be nit picky in the case of pronoun reference. Just think about the logic -> Can SC award CIA discretionary powers enabling supreme court to withhold anything? - 'it' must refer to CIA there is need of confusion here.
