The rising of costs

The rising of costs of data-processing operations at many financial institutions has created a growing opportunity for independent companies to provide these services more efficiently and at lower cost.
(A) The rising of costs
(B) Rising costs
(C) The rising cost
(D) Because the rising cost
(E) Because of rising costs

Guys I keep getting this question wrong.I have noticed I usually mess up where identification of singular/plural is reqd.Any idea on how I can impove upon it?
As to this question,"has" in the non underlined portion means we go the singular way and thus I keep choosing "b"..is'nt costs singular??

Costs is not singular here. You are confusing between verbs and nouns.

Plural Nouns are usually appended with s.

For ex:
Singular : cost
Plural: Costs

Inversely, verbs are opposite. Singular: Runs plural: Run.

Here , Cost is a noun and not verb.

what is the answer for this? Is it C ?
"Native of" is used for a individual while "Native to" is used for a large group

step 1: OK, so the subject is underlined. Since the subject "costs" is plural, this is likely a test of framework #7: subject-verb agreement. Scan through the rest of the sentence for a verb....aha, there it is: "has created"

step 2: now that you've identified the subject and the verb, are they consistent?
Is "rising costs" consistent with "has created?

NO!

It's supposed to be: "The rising costs HAVE created" or "[They] have created"

but wait a minute. "has created" is not underlined. Only "The rising costs" is underlined

So that means something over here has to change.

That means "The rising costs" should be "The rising cost" instead.

step 3: looks like (C) is the answer. (D) is still in play since it ends with "cost"...but the word "because" implies there should be something more to the sentence. Because [this stuff], [that stuff happens]. This sentence is missing the result so it doesn't make sense with the word "because"

step 4: Answer is (C)

Isnt "rising of costs" a singular complex gerund. If you agree on this then option A and C both pass the Subject verb agreement test

Now what troubles me is the verb tense: "has created". This will require a past action. Rising costs doesnt tell us anything about past, just says that costs are rising currently. Whereas "rising of costs" refer to an event and ongoing activity.

OG explanation is that A is wordy. I agree to this, if both 'rising of costs' and 'rising cost' happen to be convey same time period. In my understanding "rising of costs" convey a slightly older period than "rising cost". Somehow I feel my thinking is biased, and want to take your thoughts

Its surely a complex gerund and actually what i feel is here the sentence structure should exhibit parallelism,

i.e. The rising of costs of data-processing operations at many financial institutions has created a growing opportunity for independent companies to provide these services more efficiently and at lower cost.

In the original sentence actually complex gerund is parallel to simple gerund. Hence we need to change the complex into a simple one. Hence option C.

The rising of costs is not responsible for the growing opportunity, but the cost itself is responsible for the growing opportunity.
