A and B are out because "He" doesn't have any antecedent.
D and E are out because restrictions are countable so it should be fewer not less.

So C is the correct answer.

Mike,

As per your post and the reply for this post C seems to be correct because of the usage of "fewer". unfortunately option "C" as per your post does not have "fewer" in it.

I had chosen D, since C has"content of novels was less restricted. I think "were" is a appropriate word to be used here.

Correct if I am wrong!
