Saying new development is redundant. Also "developement of jumbo rocket" cannot take the US into its next phase of space exploaration :)

It's the newly developed jumbo rocket which is expected to do so.

The comparision in option E is incorrect. You cannot compare 'heavier load' with 'space shuttle'

Hence option D is the right choice

A, B , C are wrong because they say that 'development' is carrying the goods rathar than the rocket.
A, B, C == bad meaning

the last 3 to 4 words in D/E state that D > E
