Researchers agreed that the study of new treatments for heart attack patients was
extremely important but more research was needed to determine that balloon angioplasty
preceded with ultrasound was or was not any better for heart attack patients than
the
balloon procedure by itself.
A. more research was needed to determine that balloon angioplasty preceded with
ultrasound was or was not any better for heart attack patients than
B. more research was needed for determining whether or not balloon angioplasty
preceded by ultrasound is any better for heart attack patients than is
C. that more research was needed to determine whether balloon angioplasty preceded
by ultrasound is any better for heart attack patients than
D. that more research was needed to determine that balloon angioplasty preceded
with ultrasound was any better for heart attack patients than
E. that more research was needed for determining that balloon angioplasty preceded
by ultrasound is or is not any better for heart attack patients than is

[spoiler]OA is C. I think that at the begining of the underlying part THAT may be omitted. In such a case the parallel will be RESEARCHERS AGREED THAT (1) the study was ... but (2) more reseach was ... Please, explain.[/spoiler]

On first glance,i felt we don't need that after but. But we need to notice few things.
A) Researchers agreed to 2 things:
1)Researchers agreed THAT the study of new treatments for heart attack patients was
extremely important
2)Researchers agreed THAT more research was needed .....
So structure is like: researchers agreed that X but that Y(something related to X but contradictory or additional sort of information). Basically it seems to me eliminating on this basis is incorrect. Having THAT at starting is optional

B) Use to determine rather than for determining.

C) Using was or was not/is or is not seems awkward..

D) and last out of options C and D. We need to choose is any.

Please explain why we should have IS rather than WAS (A and D)? Is this a subjunctive mood?

No, I don't think it is because of subjunctive mood.
Instead, its because of tense.

Using was looks like as if it was earlier proclaimed that ultrasound was better for heart attack patients than the balloon procedure by itself, but now this needs to be verified and same is being done..

Whereas if we use is [/b, it appears as general statement where something needs to be checked.

sameerballani, thanks. But based on your reasoning, we should use WAS rather than IS, since original sentance uses WAS. And D should be ok. So I think IS vs WAS is not relevant here. Could you help to eliminate D.

Well said, On comparing we see two differences
1)is/was: u feel was is correct because you are looking at verb tense consistency. But u need to check the meaning also. In this statement, it just checks " whether X is any better[or not] "
2)whether/that: Here we need to check/determine something. SO we need to use whether[or not], whereas in D it uses THAT showing that the result(the part after that) WAS true and now more research is needed to prove/reprove/verify its authenticity. Does this makes sense,meaning-wise?

There is a subtle difference, but noticing any one difference you should be able to reach the correct answer.
