A: The German chancellor and dictator, Adolf Hitler, whom historians have noted had a hypnotic effect on large audiences, once debarred from public speaking, so he had to appoint - 'WHOM' is the problem here (objective form)

B: Once debarred from public speaking, the German chancellor and dictator, Adolf Hitler, whom historians have noted had a hypnotic effect on large audiences, had to appoint - 'WHOM' is the problem here (objective form)

C: The German chancellor and dictator, Adolf Hitler, who historians have noted had a hypnotic effect on large audiences, was once debarred from public speaking, so he had to appoint - This corrects the 'WHOM' to 'WHO' and says he had to appoint not 'appointed' (and maybe then changed the speaker?). THe meaning comes across pretty well.

D: The German chancellor and dictator, Adolf Hitler, whom historians have noted had a hypnotic effect on large audiences, was once debarred from public speaking, and appointed - Adolf Hitler is the subject, so the pronoun referring to him must be in subjective form, 'WHO' is correct. Not the objective form 'WHOM'

E: The German chancellor and dictator, Adolf Hitler, who historians have noted had a hypnotic effect on large audiences, was once debarred from public speaking, so he had appointed - timeline of events has a problem here, historians have noted, he HAD appointed (there needs to be an event after 'HAD' in the past. Here it's not there) Did AH change the speaker after he HAD APPOINTED GS? No (there seems a suggestion of another event which isn't mentioned)

Thanks "ddg" for the response; however, I think the part of sentence referred to
should be:

"Adolf Hitler, whom historians have noted had a hypnotic effect on large audiences"
Because, here, Adolf Hitler is acting as the subject and the "whom/who" is referenced in it.

In essence, we should say,
"Adolf Hitler, who HAD a hypnotic effect on large audiences..."
We can also say, Historians noted "HE had a hypnotic effect on large audiences..."

In any case, OA remains C.
