Education Budget

The budget for education reflects the administration's demand that the money is controlled by local school districts, but it can only be spent on teachers, not on books, computers, or other materials or activities.

A. the money is controlled by local school districts, but it can only be spent
B. the money be controlled by local school districts, but it allows them to spend the money only
C. the money is to be controlled by local school districts, but allowing it only to be spent
D. local school districts are in control of the money, but it allows them to spend the money only
E. local school districts are to be in control of the money, but it can only spend it

Better choice is A

c is passive while A is ambiguious (use of unsupported it)

My bet for D, which correctly uses plural verb, is in correct tenses (simple present), correct usage of pronoun them & is authorative.

To me 'C' sounds the best choice.

The sentence is a subjuctive one.
So choice 'A' and 'D' are eliminated.

'E' changes the meaning.
'B' is wordy.

IMO - C

B - has two pronouns --but it allows them

C - to be is prallel -- the money is to be,allowing it only to be

wondering if my reasoning is fine :)

For people who guessed C-- Quick rule.
Only is followed by words that it is limiting.
So C is wrong

IMO: D

its in active form. Avoid using to be, being and passive form in sentences.

the only option that satisfies the subjunctive rule is option B.
