While marriage rates have fallen sharply in the last decade, they are now approaching that in the first four decades of this century.

Clearly E, no other choice comes close.

"Marraige rates" plural, Both pronouns must match the plural form....Only E obeys, E wins

Besides most other options are structurally weak as well. This is a sub-standard question, IMHO

"so much so that" usage of proper idiom.
usage of "those" signifies the intended meaning.
