Statement 2:
Number not in Number = 8,7,4
So, X = 8

It's possible that X=7, since the list above includes only one digit greater than 7:
9.
It's possible that X=8, since the list above includes only one digit greater than 8:
9.
INSUFFICIENT.
Statement 2:
The following digits are not included in the list above.
0, 4, 7, 8.
Since X must be the greatest of these 4 digits, X=8.
SUFFICIENT.
The correct answer is B.
