If B is OA then it seems that 3 people filed one tax return...strange... and A seems to indicate that all 3 used the same disk {this is still possible}

seems to be confusion all over
but we have to go with OG not Kaplan.
One out of every four - Here verb would be Singular
three out of every four - Here verb would be plural
SO i wll go with A ,not B

E.g. One in 5 Americans is singular.
But when you introduce a relative pronoun who/that, then it will take the verb of the nearest antecedent.
e.g.
One in 5 Americans works shorter hours and saves time...
One in 5 Americans who work shorter hours and save time
