Thanks "ddg" for the response; however, I think the part of sentence referred to
should be:

"Adolf Hitler, whom historians have noted had a hypnotic effect on large audiences"
Because, here, Adolf Hitler is acting as the subject and the "whom/who" is referenced in it.

In essence, we should say,
"Adolf Hitler, who HAD a hypnotic effect on large audiences..."
We can also say, Historians noted "HE had a hypnotic effect on large audiences..."

In any case, OA remains C.
