begining verb in 1st clause is not llel with leads

2)their growing pension liabilities; leading
semi colon indicates the cluase after it is independent , however leading lacks a sub and refers to the sub of previous clause hence incorrect

3)the growth in their pension liabilities, which leads
verbs of both clause are not llel as in A

correct

verbs of both clause are not llel as in A

Between the and their, possessive pronoun their is a better option for the Plural noun goverments. Had doubts between 2 and 4. The usage of semicolon is well explained. So IMO D
