Confusing SC..

Ideally, groups focused on environmental justice should be concerned with how new government projects will impact local populations. Specifically whether the projects would pose an unjust burden for lower-income and minority communities.

The author is trying to say that groups focused on environmental justice should be concerned with how new government projects will impact local populations and whether the projects would pose an unjust burden or not.

D - Does not consider the Yes & No options that the author is trying to convey.

The specifically part dives deep on what the concern must be which is best presented by a comma followed by specifically

If we put an "and" its like saying they should be
1) concerned
2) and specifically

which will make no logical sense

IMO specifically is part of the same predicate after concerned and its not a seperate predicate(since its not describing something new about the subject or identifying some new action) so we dont need an AND

How and whether should be used as both are raising a question here....

and , specifically is used as a continuation of the sentence..thus "," should be used....
