Answer choice (A) is clearly wrong because when you have the word since plus a time in the past, you must use the present perfect. Normally once we find an error in (A) we want to eliminate all other choices that contain the same error. In this case, none of the other choices contain that error.
Answer choice (B) is out because it says "other countries...that has the capability..."
Answer choices (C), (D), and (E) are pretty much the same. Accordingly, we should simply pick (C), the shortest of the three.
By way of illustration, think of these three sentences:
There is a car parked on the street.
There is a car that is parked on the street.
There is a car having been parked on the street.
All three sentences are basically the same, but the first one is the best one to pick. Similarly in this sentence we have the choice between:
countries capable of...
countries that are capable of...
countries having the capability of...
