Here

In choice E, is "being" actually used in an incorrect way here, and not just avoided like the plague as it usually is?

"Being" is used awkwardly in E. You're right that it usually IS a plague :-), but there ARE instances where "being" could be correct, such as when it is used as a modifier or used as a gerund.

Being lazy, he decided not to do his homework.

(Used as a noun/gerund)

The house was being renovated.

(Here being is 'being' used as a modifier, so it's ok!)

"Being" is never the ACTUAL reason to eliminate an answer choice, but it is usually indicative of wordiness, passive voice, or another 'style' error.

OPTION E "The owner and editor being two young journalists, Chandler Owen and A. Philip Randolph, who would later make his reputation as a labor leader, The Messenger was published in Harlem" is wrong because of three reasons-

1. passive
2. ambiguous "his" and
3. usage of "being"

The only confusion with C is 'and Chandler Owen' the placement of this phrase doesnt make sense at the end for some reason. Shouldnt this be with after ' The Messenger was edited by two young journalists' ???
