the idiom is So + adj + as + infinitive
also "become" modify the city not the economy

very sorry.I gave you a wrong answer.
C is WRONG
the economy of the city becoming independent ... not the city...
so C is out
the RIGHT idiom is
so + adjective or adverb + that + clause
A is out because "such .. as to" is wrong the right idiom is above
B is out because "city’s economy that " - the economy not the city become...
D is out because "so much" is awkward and also the right idiom is so + adj\adv + as + infinitive

its gotta be E buddy.

EDIT - sorry i didnt post my reasoning. E is right because of the answer choices, it is the best option that maintains the correct idiom "so....that"
