I think when the bases are equal on left hand side and right side like this the exponents that they are raised to are equal.

I am assuming the problem is

3^(x-4) = 3 ^(y-2)

So in this problem

x-4 = y-2

x-4+2 = y

x-2 = y

So y interms of x is x-2
