This is actually easy for you to figure out since all of the publications give their methodologies. So just go to each one and take note of where Duke is ranked higher than UCLA and vice versa if that case exists... then you'll find your answer!

Send the scores... and move on. It's not a big deal as they'll see your scores anyway (especially if it's your first time applying). I agree with Critical Square... too much time and energy is spent on this. Just send them.. save yourself the extra money of having to do it later.
