B and D are the only ones related to the argument.

B weakens the argument by giving an alternate reason for low-performance of students in charter schools. If the students were already poor in studies before joining charter schools, then the change was not the reason for the low performance of students in charter schools.

D says that charter schools have been opened in the last 6 months. That means they are relatively new. And the students must have just changed their schools. Hence it strengthens the argument.

I am leaning more towards B, but I'm not sure about it.
