This is a GMATPREP question.
The GMAT is indeed adaptable. Whenever I answer RC, it proficiently 'adapts' itself to mark my 'right' answer 'wrong'.

D and E are wrong because

no reason for using "had been"

in A and B, the second element of comparison is not clear

I choose C

but I am not sure because "they" in C can be considered ambiguous. If this is the case, B can be OK

IMO C
