There are 3 items in the list: a) growing demand for housing b) traffic congestion c) longer commuting trips - all these joined by 'and' - hence we need the plural pronoun "HAVE" instead of singular "HAS".

options A, B and C are out.

Next, the order of items in the list gives an impression that there is a growing demand for 1) housing 2) traffic congestion and 3) longer commuting times - which isn't the case. The order needs to be changed to clearly convey the message. E is out.

Hence the correct answer is D.

A&E wrong because it looks as growing demand also for traffic congestion and longer commuting trips......

B&C due to SVA.....have required

parallel, S- V agreement
A, B, C is eliminated because of singular verb "has' while S " noun phrase need plural verb

D is better than E , when noun phrase is stated in parallelism
