Biologists believe that they have found one of the substances that tell individual genes both when to become active and when to remain quiescent in the earliest phases of an embryo's development.

"one of the substances that" is singular?

@LSB

it seemed C to me at the first glance but then the sentence says that the scientist found "one of the substances"

so IMO, i should be tell n not tells as this sentence is concerned with many substances of which scientists hav found only 1.

The pattern to remember is

'one of the' + Noun (Plural) + that/who + Verb(Plural)

That ( singular) - . eliminate A, B, E
C is better than D, it present verb parallel " to become ... to remain)
C is my choice

Do you have official source of this rule? As far as I know whenever you have
that/who it always modified the Noun (plural)
