In the Q above I chose (E) , obviously wrong as it changed "nuclear reactors" to "atomic reactors".
However my doubt is , how come, "merging the nuclei of atoms rather than splitting them apart" do not modify "hydrogen bombs" which is a noun closest to it.

The first part of the sentence is a modifying clause with a subject and a verb and therefore the merging the nuclei of atoms does not need to touch Nuclear fusion.
In case of modifying phrases without a subject modifying clause needs to touch the verb.
In order to make merging the nuclei of atoms a modifier for hydrogen bombs a which will be needed.

Option E is correct because it uses parallelism in the sentence.
Other incorrectly compares fusion with the reactor.
Atomic reactor in option E doesn't changes the meaning as Nuclear reactor are of two types, fusion and fission. Fission are also called atomic reactors. Correct me if Im wrong.

The word 'like' (or 'unlike') allows you to compare dissimilar items (e.g. they looked like ghosts).
This allows us to compare Nuclear Fusion with an Atomic Reactor.
Also simply using the word 'merging' after the comma would be wrong IMO, because it should be 'by merging'.
Lastly, 'D' would be wrong because active type sentence is changed to passive type in 'as is done by nuclear reactors'.

Reason : Nuclear fusion is the subject and you are trying to compare it with nclear reactor. there is a wrong comparison. Nclear fission is a proces and c\nclear reactor is a apparatus.
The answer cannor be D either.
Reason : As should be followed by a clause . a clause should have a sbject and verb. and one more reason the latter part of the sentence is passive.
