With adjustments for inflation, the relative cost of welfare benefits has been dropping since 1973, resulting in the welfare program now costing about 3 billion real dollars less to implement than in 1973.

Answer d is correct.
Answer e is incorrect since it compares a clause with a prepositional phrase.

although i choose C within 20 secs in the exam(timing problem), i still don't understand the problem with the first part structure that you have mentioned.

hope if you can elaborate that portion only.

A,B and C can be directly eliminated based on "resulting in welfare programme".

When we write - "resulting in X" then it signifies that X is the outcome. Here welfare programme cannot be the outcome. Eliminate A,B and C.

Hi,
Comma+Verb+ing refers to the subject of the preceding clause. Here in Options A,B,C "resulting" refers to the subject of previous sentence ie,the relative cost. Since the relative cost in itself cant result into the welfare program, so the options A,B,C are incorrect. I used this strategy to eliminate the choice. Plz let me know if im correct.
