I also used the same reasoning as yours to kick out "E"....

But could not figure out why it is awkward.

Can someone please tell why E is awkward.

Looking at can be used in the following ways -

1. What are you looking at?
2. I am looking forward to.....

Looking at - means to examine someone/something ... as given above by Vikas .."What are you looking at?" means What are you examining?

Looking to - means to expect something ... e.g. Students look to teacher to pass them...

Well, there's only one reason to kick out option E.. Lemme show how I tackled this question...

First and foremost as you can see its a 3:2 between look at and look to...

You look at something, when you are staring or actually seeing something.. when you expect something in a positive way, then you "look towards" it..
You never say, "This month I am looking at my salary that I'll get on the 31st coz I am broke now"...
Instead you say, "This month I am looking forward/towards my salary that i'll get on 31st coz I am broke now"..
Having said that you can immediately strike out B and E

D is also out, as its doesnt match with the plural are...

Between A and C, first of all, let me say one thing.. the rules that you have put are not correct I can also give example for that..

Mohit is the only one of the 50 students who has scored 100 in maths. if we go by your rule, then the sentence is incorrect.. isnt it?? but NO.. the sentence is totally correct, because only one student scored 100.. The prepositional phrase "of 50 students" is modifying "one" and "that" is also modifying "one".. and so we use singular "has"..

This sentence is different because here it is not trying to say that ONLY cleveland is looking to its waterfront.. on the contrary it is saying by using "but" that it is just one of so many communities that are looking forward to their waterfront.. and so a plural is required here.. here "that" is modifying "communities" and the prepositional phrase "of a large number of communites..."is modifying "one"..

Hi DD, IMO the sentence "X is only one of the students who has..."

follows the rule#3 i.e. "only One of the Xs that/who <singular> "

Please tell if I am misssing something here.

Hi DD,

I have a real confusion in these type of "that"/who...can you please tell why it is modifying communities and not immediately preceding noun i.e. lakes....as per Manhattan "that/who" etc. modify the immediately preceding nouns....but OG too follow the noun phrase principle as is the case here.

Can you please tell how to identify whether the modifier is modifying the noun/noun phrase.
