B. all, it is a botch merely, and a failure.
C. all; it is merely a botch, a failure.
D. all; the work merely is a botch and a failure.

My intuition says (C). "a failure" properly modifies "a botch". This is a case of a noun modifying another noun.

It can't be (E) because semicolons are used to separate two clauses. There is no verb in the second clause.

To use "the work" instead of the pronoun "it" makes it sound repetitive and wordy. So (D) is out.

"Botch merely" is incorrect. So (B) is out.

You can't separate two clauses with just a comma. So (A) is out.

i am hundred percent sure about C

logic-
after at all, a semicolon must be used to state a following sentence which on its own is also meaningful
A,B are eliminated because of the missing semicolon
among C D and E only C is grammatically consistent

I also agree with C. The sentence can be logically broken into different sentences, but since it is not the ';' must be present.
