They refers to parents because:

1. Parents is the subject of its clause, and they is the subject of its clause.
2. it is parents who can analyze NOT the "emotional sensitivity and attachment style".


If it were in my real exam, I would chose B.

I think the answer is D.
In fact, if B the pronoun "they" ,referring to Parents, is not necessary.
Moreover, I think it is not quite correct to analyze a data in adjusting something.
However, in D, Parents analyze data, and then adjust...

The basic structure looks like ``... that parents do "A" and "B" ``
Hence, We have divided the sentence on the basis of ideas.

The behavioral model of child development recommends that parents :
(a) pay attention to their child's emotional sensitivity and attachment style, and in analyzing the meaning of the data they gather from these observations
(b) , can adjust their parenting style to encourage their child to be more independent.

In a and b option above, we can see that ||ism is not maintained. Hence ``, can adjust" should be made ``adjust".

Also, in a above, the sentence contain 2 list. i.e.
- pay attention to their child's emotional sensitivity and attachment style
- , and in analyzing the meaning of the data they gather from these observations

``,and" doesn't look ok, as the subject ``parent" are same for both the sentences. Hence ``,and" should be converted to ``and,"

'D' is the most nearest choice which works out on the basis of two rules above.

One more for B!!

(Verb)Parallelism is maintained. pay/analyse are parallel.

Intended meaning of the origina SC is recommendation of the BM to parents to take care of X and Y to do Z.

In D.... its' not clear who is "analysing"?

I think grammatically B and D, both are correct.

But D is better because of the meaning of the sentence.

Expert can help more.
