Answer is C

The hundredth digit is 2 places to the right.

If a number is rounded to the hundredth digit . It depends on the value of the the thousands digit.

If the thousandth digit is >= 5 the hundredth digit will be rounded to next number.
If the thousandth digit < 5 the hundredth digit remains the same.

Stmt 1 says x is rounded to thousandth digit. So we don't know the value of the thousandth digit before rounding. It can be 4 or 6. So not sufficient(0.4546 or 0.4544)

Stmt 2 says thousandth digit is 5. Not sufficient.

Stmt 1 and 2 together will give the value of 0.46

Answer is C

Thanks

But in Option A it is mentioned that on rounding off to thousandth place x is .455.

therefore we have x and digit at thounsandth place is 5 , hence hundredth should be 6 . Isn't it ?

Where I am wrong ?

I think it goes this way.
A states that the nearest thousanth is 5 for .455.If the number coming at the fourth place is other than 0 nearest hundredth should be 6.If that is 0 then it should be rounded to 5 only.So for .4550 hunderdth will be rounded to 5 otherwise 6(.4551,.4552.....).
B tell it is .4555.
Hence C.
Am I right?

The thousandth place is 5 after rounding. we don't know what exactly is the number before rounding. It can be 5 or 4 like as in 0.4546 or 0.4553. Both will be rounded to 0.455. The same numbers when rounded to hundredth will give 0.45 and 0.46.
